Job Description

Position: Data Base Administrator 

Location: Norfolk, VA 23511 On-site

Required: Active Secret Security Clearance

Schedule: Full Time 36-37 hours per week

Job Summary:

IBEX IT Business Experts is a company is seeking a Data-Based Administrator to provide quality analytical and non-personal support services in the development, maintaining, and streamlining of accounting and billing division support databases, workflows, and processes within the NCTAMSLANT Base Communications Office (BCO) Area of Responsibility (AOR).

Minimum Qualifications:

  • Ability to pass a Federal Government security/background check and a drug test

  • Active Secret Security Clearance

  • Prior knowledge and application of U.S. Government accounting principles and procedures

  • Significant experience in a complex business environment involving NCTAMS LANT telecommunications vendor contracts and invoices, customer billing, cost analysis, cost allocation, cost reporting, and auditing

  • Experienced with collecting and organizing information for preparation of user manuals, training materials, process workflows and reports. Edits functional descriptions and system/database specifications

  • Five (5) years expert experience with developing complex MS ACCESS databases with multiple input methods and formats

  • Five (5) years expert experience with MS Office EXCEL to include pivot tables

Responsibilities:

  • Maintain and develop process updates that meet current policy, regulations and Financial Improvement and Audit Readiness (FIAR) requirements for all NCTAMSLANT N00FM Microsoft Office ACCESS databases, spreadsheets, shared files and websites utilized to maintain telephony lines and circuits inventories, billing databases, and all associated supported files. These databases contain the following information: Accounting, Billing, Budgeting, customer billing products, and vendor data files utilized for the processing of vendor invoices for payment, as well as for producing internal and external billing reporting products.

  • Extract, convert and import vendor data from vendor portals into government databases for comparison and data processing. Document and report data matrix, record counts, and other information associated with incoming and outgoing data analytics.

  • Retrieve equipment data from government telephony switches for screening, sorting and uploading into MS ACCESS and BIPS or other government-approved billing databases.

  • Produce deliverables required in this PWS and other financial account summaries and adhoc reports for N00FM and BCO management as required.

  • Make recommendations to improve timeliness and accuracy of billing Navy users for services delivered by NCTAMSLANT. Such recommendations could involve workflow processes, tracking of work products, new software programs, identification of new or enhanced modifications to existing software programs, identification of new or changes in financial tracking methodologies, billing schemes and workflows.

  • Assistance in updating existing, or development and implementation of new Standard Operating Procedures (SOPs), instructions, policies, procedures, desktop guides, process diagrams and workflows that pertain to the NCTAMSLANT BCO telecommunications accounting and billing processes.

  • If required, transitioning all legacy database and spreadsheet information into an approved billing system such as BIPS.

  • Other non-inherently government duties related to NCTAMSLANT Accounting, Billing, Budget, and Vendor Invoice Payment Processing, as required.

Work Environment:

This job operates in a professional office environment. This role routinely uses standard office equipment.

Appearance: All personnel shall be attired in business casual clothing for daily work. Attire worn should always ensure employees safety from working conditions (long pants, appropriate shirts and close toe shoes as required): on occasion, staff may be required to wear a business dress for certain activities.

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; talk or hear. The employee must occasionally lift or move office products and supplies, up to 20 pounds.

Position Type/Expected Hours of Work: Services provided during client's business hours Monday through Friday, 7:30AM-4:00PM.
