What your job will be like:
The ES&H (Environmental Safety & Health)Department Headmanages the Jefferson Lab ES&H programs, including the lab's Integrated Safety Management System (ISMS) and Environmental Management System (EMS). This position requires significant independence in decision-making and priority setting; it includes development, maintenance, and providing implementation assistance to the line organizations of the ISMS and EMS programs, including compliance with 10 CFR 851, and proactive management of numerous complex programs such as environmental permits, environmental monitoring, waste minimization, and pollution prevention. Manages departmental personnel, including mentoring and applying supervisory skills to both technical staff and lower-level managers.

In this role you will:

  • Develop & maintain a Worker Safety & Health Program that is proactive in dealing with issues, compliant with IO CFR 851 and applicable standards and DOE Orders, and accurately reflected in written programs and manuals. Assure the entire breadth of required training is developed and made available to the Lab population.
  • Develop & maintain an ISMS that conforms to contractual requirements and maintains registration under OHSAS 18001.
  • Develop and maintain an Environmental Protection Program that is compliant with DOE Orders, and relevant environmental regulations and permits.
  • Develop & maintain an EMS program that is compliant with Department of Energy Orders and conforms to ISO 1400 l.
  • Manage the ES&H Department, including development and administration of budget, staff supervision, mentoring, and ensuring the ongoing professional development of staff, from technical to managerial.
  • Prioritizes multiple ES&H goals and programs, facilitating problem resolution and continuous improvement opportunities both within the ESH workgroup and in the support of line organizations.
  • Works closely with cognizant line management and others to ensure they have the necessary program direction and technical support to meet their responsibility for safe operations.
  • Keeps apprised of changing laws, regulations, standards, and Department of Energy Orders; proposes new or amended policies and procedures to ensure that the objectives of the Laboratory are effectively met.
  • Represents the Laboratory on ES&l-1 issues in discussions and reviews with the Department of Energy, other governmental agencies, other national laboratories, and external bodies as appropriate.
  • Prepares and delivers presentations for specialized training, orientation, or communicating information to management and staff.
  • In addition to above, conducts own activities in accordance with all environmental, health and safety regulations and practices pertinent to this position.
  • Management and improvement of policies, practices and programs associated with ES&H.
  • Management and improvement of the technical performance of ES&H department personnel.


Qualifications We Require:

Education:

  • Bachelor's Degree inScience or related technical degree required.

Experience:

  • 15 years of relevant experience required.

Knowledge, Skills, and Abilities:

  • Ability to exercise leadership for programs and personnel.
  • Demonstrated experience in policy and program development.
  • Proven ability to exercise independent judgment in situations of ambiguous or unforeseeable outcomes.
  • Demonstrated excellent oral and written communication skills. Must be able to give effective presentations to critical/high-level customers and effectively represent work groups on review panels and cross-organizational teams.
  • Demonstrated ability to influence without straight-line organizational authority.
  • Ability to plan multiple projects. simultaneously. Estimates, tracks & completes projects on time and within budget.
