Position Highlights The Lunar & Planetary Lab seeks to fill the position of Project Manager (Research Program Administration Officer IV) to manage the development of a lunar seismometer instrument for launch on NASA's Artemis III human landing program. The manager is responsible for the flight cost, schedule, and performance of the flight article and other deliverable hardware working with the UA engineering team and subcontractors and suppliers. The manager reports to the UA principal investigator (UA PI). The manager works directly with the experiment principal investigator (PI) at another institution and the PI's engineering team to create and maintain interface control documents, instrument development documentation, monthly management reports, and cost and schedule updates. The manager is responsible for generating cost proposals and negotiating contracts with the PI prime and UA subcontractors. The manager supervises the UA engineering team. The project requires compliance with NASA requirements and flight standards including human spaceflight safety requirements.

Duties & Responsibilities
  • Utilizes in-depth knowledge of University of Arizona and NASA processes, policies, and regulations to coordinate and administer a highly specialized spaceflight project.
  • Acts as team leader for the project support engineering staff; oversees other project staff such as technicians and students.
  • Develop, implement, and track project plans including monitoring scope, schedule, deliverables, identifying and reporting issues, and performing background research as well as data analysis.
  • Provides technical oversight, schedules, and cost inputs with respect to mechanical, integration, and test activities.
  • Performs work with complete knowledge and utilizes University systems tools with advanced proficiency.
  • Responsible for the design of instruments, leading a team of engineers, including multiple levels of managerial and technical staff, through Preliminary Design Review (PDR and Critical Design Review (CDR) and Instrument Integration. Follow required protocols as described by NASA and Goddard Space Flight Center to build flight hardware and quality control for flight hardware. The team will be building and testing seismometers.
  • Coordinate with internal and external stakeholders to ensure achievement of project outcomes, secure resources and provide updates. External stakeholders include UMBC Observatory, NASA Goddard Space Flight Center, Marsha Space Flight Center, and University of Maryland.
  • Cultivating partnerships with stakeholders across multiple institutions to ensure that program goals are met.
  • Manage interfaces and serves as a technical liaison with subcontractors such as Silicon Audio.
  • Prepare and present reports and presentations to Lunar and Planetary Laboratory and collaborators, such as other team members, institutions and NASA.

Minimum Qualifications
  • Master's degree or equivalent advanced learning attained through professional level experience.
  • Minimum of 8 years of relevant work experience, or equivalent combination of education and work experience leading a team, project, program, or function is required.
Preferred Qualifications
  • Experience with NASA programs and Goddard Space Flight Center (GSFC).
  • Previous work with geophysical instrumentation.
