Position Description

Plans, manages and directs the CPS field operations section by establishing goals, objectives, short and long-range plans and major projects, and developing and interpreting operating and program policies and procedures.  Reviews, evaluates, and revises program service delivery and employee performance.
 
  • Responsible for administrative and clinical oversight to ensure compliance with District, Federal and Court guidelines. Provides guidance and direction in the determination of acceptance or denial of referrals.

  • Provides direction to managers within the administration by analyzing program operations and activities and providing feedback regarding needs, improvements, and accomplishments, advising on projects or problems, serving as a technical resource, and interpreting laws.  Reviews and develops program plans and schedules.

  • Develops Child Protective Services Administration plans, procedures and resources for all aspects of major incidents. Coordinates quality control and proper application of CPSA systems. Evaluates existing programs and procedures to determine the degree of efficiency. Analyzes outcomes and management for suitability and potential benefits from programs. Advises on redesign of program and procedures for emergency and intervention management programs.

  • Participants in and develops District-wide program/initiatives with other District agency management and other local and federal personnel that addresses current and/or new issues related to child abuse and neglect  in the District.

  • Responds to requests for information from executive and legislative officials and other administrations or provider management and staff.  Serves on committees or task forces to express ideas and needs or provide recommendations and solutions.

  • Performs administrative duties by reviewing drafts of legislation and policy, identifying program and unit needs, preparing budget requests, monitoring and approving expenditures and contracts, and preparing and presenting program or operating information and proposals.

  • Interviews and selects managerial and administrative support staff, assist in the development of and provides training opportunities, evaluates the performance of incumbents, and reviews and approves various administrative duties.

  • Coordinates, plans and manages the Administration’s activities related to the assessment and coordination of the Differential Response in the District and or other major community-based child and abuse prevention strategies.

  • Organizes and manages an quality driven administration which operates 24 hours per day, 7 days per week and handles high risk, crisis intervention and time limited cases/issues.
  •  
  • Develops systems, plans, policies and statements of work for child protective services referrals. Provides the lead for expansion of CPSA’s infrastructure.
  •  
  • Works with CFSA training program staff to identify appropriate training opportunities and monitors subordinates to insure that individual needs are met.
  •  
  • Responsible for comprehensive evaluations of the Administration’s goals and objectives. Makes decisions affecting the character of operations, organizational improvements, and decisions that have an impact on relationships with other groups.

  • Develops reporting mechanisms and responds to requests for information from executive and legislative officials, other administrators or management staff providers. Serves on committees or task forces to provide needs assessments, recommendations, and solutions.
  •  
  • Performs other related duties as assigned.
  • Extensive experience in child welfare and/or child protective services as would be characterized by several years of previous work.
