Position Description

 
The Manager, Vendor & Tactical Information Services is both a public-sector acquisition market expert as well as a visionary for a segment of analytical staff.  The Manager ensures the overall product quality, depth of analysis, product usability and team productivity/cohesion.  The position is responsible for in-depth market trending analysis and presentations through synthesizing federal vendor research as well as staff development.  The Manager will assist in staff selection/assimilation, training and knowledge advancement.  The Manager, Vendor & Tactical Information Services will act as a liaison with both clients and government officials and is responsible to ensure the success of the organization as a whole.
 
The Federal Research and Analysis Services team is in need of a highly motivated, visionary who has demonstrated long-term success in a fast-paced, team-oriented work environment.  The successful candidate will ensure high levels of customer satisfaction through the continuous development and management of a world class market research and content development organization.
 

QUALIFICATIONS

  • Bachelor's Degree from a respected institution in business, organizational development, public relations or similar field.  Advanced degree preferred.
  • Minimum of 5 years management experience in public sector, research/analysis, business development and/or government relations.
  • In-depth understanding of the public sector procurement process (including Federal Acquisition Regulations – FAR), major public-sector technology market trends and federal business development (BD) cycle.
  • Demonstrated ability to select, mentor and coach a minimum of 5 direct reports both in-office and at remote locations.  Experience in establishing, documenting, assessing and managing subcontractor relationships. 
  • Knowledge and ability to articulate information technology concepts.  Demonstrated ability to learn, utilize and train others to operate new software rapidly.
  • Keen attention to detail in both content and new software functionality.  Proven capabilities to conceptualize, validate, design, document and launch new system functionality. 
  • Ability to learn, apply and communicate complex market knowledge quickly in both written and oral forms.
  • Superior project management skills with a proven ability to meet or exceed productivity deadlines consistently and drive performance improvements within a team. 
  • Excellent internet research skills and managerial reporting capabilities.  Expert knowledge of Microsoft Word, Excel, PowerPoint and Outlook.
  • Customer focus and ability to interact with clients and government officials one-on-one and at public sector events.  Proven ability to build and maintain customer relationships.
  • Superior interpersonal skills and capability to work successfully in a collaborative environment.
  • Proven commitment to academic and professional excellence.
 
DUTIES & RESPONSIBILITIES
Responsibilities include, but are not limited to the following:
 
  • Select, develop and manage staff. Specific duties include holding staff meetings, developing employee training plans, approving timesheets and expense reports, recruiting, and conducting performance reviews.
  • Provide standard INPUT Federal Certification training and on-going market knowledge development of assigned team staff.
  • Assess staff development needs and design and develop new staff training programs and career development paths in conjunction with other Federal Information Services management.
  • Drive staff utilization efficiency through the documentation of current processes and creative utilization of technology, subcontractor relationships and process to drive productivity improvements.
  • Ensure the quality, depth of analysis and usability of the Web-based product as well as maintain the overall product health, accuracy and client satisfaction.
  • Manage the research, analysis and delivery of high-quality and timely responses to specific federal customer inquiries as well as on-going product deliverables.
  • Proactively monitor and redirect staff to meet or exceed content quality, timeliness and quantity expectations.
  • Conduct and analyze overall product trends and provide written and oral briefings to upper management, external clients and trade publication representatives.
  • Assist upper-management in product planning, product enhancements and process re-engineering.
  • Develop, maintain and assist in the execution of product plans and budgets.  Assist in corporate long-term planning process. 
  • Actively monitor and search for ways to advance the Vendor and Tactical product to improve quality and increase revenue and profitability.
  • Set and report regularly (both in detail and graphically) to top-management on accomplishments, goal achievement statistics and market demand driven future expectations.
  • Stay abreast of public sector vendor and task order developments to enable and facilitate quality data collection and representation.
  • Support sales and member support staff with product demonstrations to prospective clients and new member product-related training to existing customers.
  • Assess sales and member services training and development needs.  Create and provide internal training and education to drive overall product-related sales performance and member satisfaction.
  • Work cross-departmentally to ensure overall organization goal achievements. Act as an INPUT liaison to clients and government officials.
  • Represent INPUT as an industry expert through media relationships and public speaking opportunities.
